Now, I'm with Bill and use MyEclipse: http://www.myeclipseide.com/ It provides much much more than simple JSP features, but does come with a pricetag. Its very inexpensive for all it provides, and you can get a free 30 day evaluation (you have to give them a login and email address to get it) of it so you can try it out.
