Check the Eclipse Web Tools Project.  They just did a
1.0 M4 release.  I installed it over top of Eclipse
3.1M6 without a problem.  I haven't used the JSP
stuff, but the XML editor is basically identical to
what's in WSAD, so my guess is the JSP editor is too.
