You might want to consider the use of a tool called KDCalc (www.KDCalc.com?r=jh). Banks, insurers, and governments all over the world use KDCalc in mission critical applications and numerous companies have developed core product and service offerings around KDCalc.
 
KDCalc compiles Excel workbooks into ASP.NET, JSP, and HTML web applications. These can be easily customized to store data in a Database. Instead of using Excel, users would log into the secure web application generated by KDCalc and data would be stored in a DB. If you have a need to enable off-line use, you can use a generated HTML application that stores the data in XML or a local DB for later synchronization. If you have a spreadsheet that you'd like to test, we can compile it and ship the compiled spreadsheet to you. We do this routinely for prospective customers.
