It turned out that the one I installed is "Base" version instead of the
"Deployment Manager" version. Thanks for Steve's help on this!

I just got WAS5.1 installed. In the web based admin console,
severs->Application Servers. I checked the server I wanted, but the only
available buttons there are New and Delete. I didn't see Start and Stop
buttons using for starting and stopping servers. Is there anything I
missed?
