Here is what you would do.
 
Install jdk1.4.x in your machine and in WSAD click Window->Preferences and expand   +Java, click "Installed JREs" and click Add.  Give a name to your jdk and click the first browse button and select your jdk home folder and hit ok.
 
Now click "Compiler" in Java and click "JDK Compliance" tab and select 1.4 in the "Compiler Compliance level".
 
You are all set now.

How does one go about changing the jdk that WSAD uses to compile?  I am using WSAD v5.1.1.  It seems to be using 1.3.x right now and I need to use 1.4.x.
